Apps seem to use my location against my permissions

Samsung Galaxy S9 running /e/OS 2.2-s-20240715417774-stable-starlte.

So yesterday and today I noticed the blue dot signalling me that apps are using my location. So far, the two culprits were Uber and Maps.cz, for both of which my location permission is set to Allow only when using the app.

I’m leaning towards it being some kind of system glitch, as in both cases I recently used the apps. Also, now that I’m checking Maps.cz at 2:25pm: when I go to the app permissions through the blue dot, it shows the location was last accesed at 2:07pm; but when I tap and hold the app and go to the permissions through the info button, it says that the location was last accessed at 11:03 (which is probably around the time when I really used the app).

What should I make of that, anyone?

I would go to Confuguration > Privacy > Privacy panel > Location >

That should show you a timeline of apps using your location.

Hitting Manage Permission at the bottom will display apps with access to your location.

So today, Mapy.cz seems to be out of line accessing my location.
I keep saying “seems” because I still think it’s a glitch, the blue dot is on constantly.
Say, if an app was a rogue (I don’t believe Mapy.cz is), I’m getting rid of it no probs. But the more important question in my opinion is, if that’s the case, why isn’t my system setting (Allow only when using the app) isn’t preventing that from happening? If I set a permission on the system level, it shouldn’t be overridden or bypassed by an app.

Edit: FWIW, the blue dot disappears after reboot.
