Bug: Phone app ignores dark mode after upgrading to 0.15

Hi,
I’m not sure if this is the right place to report the bug, but after upgrading from 0.14 → 0.15 the Phone app ignores the dark mode setting. In 0.14 it worked fine.
Also, some system apps (store, tasks, calendar) also ignore the dark mode, but this problem was present since at least 0.11.

Where can I report the bug properly?
