I noticed that the GX290 connects/disconnects USB very often, even when powered off and showing the charging screen.
Is that an hardware issue?

Have you tried with another USB cable?
The GS290 has a large battery so maybe the charging port has seen some deep cycles?
It could be the port on the phone, but the first step is to do what @Didou siad. Try a know good USB C charging cable see if it helps, if not start looking to the phone side.
Dust and lint in the USB port, you probably know, can often build up unexpectedly to problem levels. Compressed air is often part of the fix.

I tried another and it works here → old one moved to the e-waste.
