Hello, I have a problem "blocked call" issue

Hello everybody,
I tried to pass a phone call with my new samsung note 9 on android 10 e_crownlte-userdebug 10QQ3A;
and it says in french " impossible de passer des appels sortants si le blocage d’appels est activé" in other words “it is impossible to make a phone call if blocked call is activated”;
the problem is, I did not do anything for that and can not find any answers in the settings of the telephone, if anyone has an answer, I’d be gratefull

Have you tried searching in “Phone App” under “menu with three vertical dots” → “settings” → “blocked numbers” (may vary, i am using german layout), if this list contains numbers and/or “unknown numbers” are maybe active?

I´m not sure if i understand you correct florian, does “it came back” mean you are able to make calls now?
