How to keep USB debugging turned off on restart?

Hi, I have a minor problem with my CMF Phone 1 running eOS 3.1.1 on Android 14.

I want to keep all debugging off after every restart for my phone’s security. But every time I restart the phone it keeps turning itself back on and asking me if I want to enable Wireless debugging on the Wi-Fi network I’m at. Developer options is turned off though. Is there another way to keep this feature off on restart?

Things I tried:

I have toggled Trust to restrict usb by denying all USB connections, but it still reappears. Though in Wireless debugging, if I choose to forget all other devices, it would mean nothing can use debugging?

Oddly enough, after using the Trust setting the Play Store apps I know don’t detect debugging like I expected them to on an older Googled phone.

You might switch Developer options on briefly, use the Search facility for Wireless debugging. There is the switch in Developer options and also a quick setting tile. Are both toggled off before closing Developer options?

Before I am able to do those, I needed to exit the message box asking me to choose whether to allow wireless debugging for the wifi I’m connected to.

If I cancel the message box, upon enabling devoptions and searching for wireless debugging, both that and the tile options are turned off.
If I accept the message box, enabling devoptions would show me that wireless debugging is enabled.

Disabling these devoptions settings does not persist on rebooting my phone, and I am asked the same first question again.

Wait, never mind guys, I found the answer. After thinking of which apps depend entirely on ADB, I recalled “Shizuku” was one of them. Since I occasionally use the app to backup other apps, I uninstalled the app and restarted my system, and the debugging options stay off now.

I also checked which Shizuku settings could have interfered with my current settings, but with the latest version none of these settings were toggling these on reboot.

I initially had Shizuku installed through a system backup from another app, but was from a different phone running Android 13 and not 14. After reinstalling it from Izzy, the issue doesn’t recur anymore. I should be OK then because it’s an app problem.
