This is a setting that says send and retrieve mms messages with data off. Does anyone know how this procedure works?

I don’t know, i’ve enabled it in order to have it but i’ve never taken the time to see if it was working.
This may depend on carrier, but as I understand it MMS are carried (often / usually) via an http:// url, while SMS are carried over the carrier’s “airtime”.
Maybe according to connection and plan (in some circumstances) there could be a benefit in effectively directing MMS over Wi-Fi, that is “mobile data off”.
I understand. It was working. But since last week, that feature doesn’t work anymore.
It might be worth checking with the carrier if they made any change. You might make a note of the MMSC in apn and confirm with them that it is correct.
