Correct me if I’m wrong, but the most important concern comes not from the device-makers’ side, but from the chip-makers’ side, because encryption in modern devices heavily relies on hardware part, and if the major US-based SoC developer would follow such a law, it would be like Meltdown/Spectre, but leaved on purpose.
