OEM unlock -> Input verify code

Dear Sir or Madam. I offered my Fairphone 5 to Revendo for sale. I was not satisfied with the offer and Revendo sent my Fairphone 5 back to me. I set up my Fairphone 5 again and connected it to my Google account.

I wanted to activate the option “OEM unlock” in the “Settings”, “System”, “Developer options”. After entering my PIN, I get the following prompt: “Input verify code: Attention: Device protection will not work on this device as long as this setting is enabled.”. Could it be that Revendo has set up its own code?
