I use E/OS official 3.3 on a cmf phone 1. Actually in austria i can’t make any call. Roaming is OK, data internet also. Try multiple format for calling (0033, 33, direct number), 4g call activité and desactivate, etc. without succès. No problem if i use my simcard on my old phone with stock Android.
Does anybody have same problem or any suggestion ? Thanks

Silly question: did you try +33 and omitting the first 0 of the number to dial?
Last year I ran into the problem when I visited France, because I saved all my numbers with leading 0 in my address book.
Is anything blocking calls to other countries configured in Dialer (the phone App) - menu (3 points top right) - Settings - Calling accounts - (your SIM card)? Options there or not there should depend on your SIM card provider, I think.
Alternatively there might be options in your provider’s SIM card management App automatically installed since inserting the SIM card.

I had the exact same issue while I was in Japan this summer. Impossible to make a phone call from my /e/os Cmf phone 1 but it worked with my sim card in my wife’s Android phone.
Unfortunately, I have not figured out what was the problem.
It’s a serious problem. Hope it will be fixed quickly
have you enable “voLTE” calling in
→ settings → network → internet → your carrier name → 
→ 4G calling
Try every option when i was there, but i’m back un France i can not make any test
