Pixel 4a5G thinks it has not connection in the App store when it does

I have a friend I just set up there Pixel 4a5g with eOS 2.9 a14. When we go to use the app store it gives a message along the lines. Please check your internet connection? Yet they are on the Wifi, the phone does not have a data plan. So I think this might be causing the issue, but the app store should accept the WiFi connection as a data source.

Anyone know of setting to tweak or set to resolve the issue?

Agreed, but I think App Lounge requites a particularly clear line; if token exchange and other comms suffer any sort of delay I believe this message is triggered. The ISP might be doing a special routing or family filter. Best to have all Advanced Privacy turned off. Peak times may be a problem, so try again later, and just go through all steps of app-lounge FAQ, just in case.

As you might be aware you can set network access (mobile, wifi), VPN, etc. on an app basis. I don’t think that must be the cause but we never know where users end up changing things.
