I have tried to describe Prenormal here but as noted as you read around that page it can vary by device to fix. Mentioned there also a device “not in use in intended market” can remain locked indefinitely due to Region lock.
On a new device, it really needs to have been online for a significant time (maybe best with SIM if appropriate). Loosely speaking the phone won’t take custom binaries till a Samsung server releases it.
