Sending SMS for two or more people

On /e/OS 4.1.1 (A15), I try to send an SMS-message to 4 people, and the phone says there is an error because I did’nt allowed MMS. There is only text in the message, so, is MMS required to send an SMS-message to multiple destinations ?

All group messaging is carried by MMS.
