I’d like to know too. It’s not always there and I can’t pinpoint what is making it appear or disappear.

It looks like the indicator that there are more notifications that are not displayed. You need to pull down from the top of the screen to check.
Yes, from what I understand the dot is an indication for “overflow of notifications”, try swipe away some of them and it should disappear.
Correct. On my FP4 it appears on the left side of the front cam. If you swipe away some of the notifications, the matching icons appears on the status bar.
On my device I realised, that the blue dot in the right top corner appears for a short time after an application activates GPS / location service. First it shows a small location icon with blue background on the top right, which shrinks to that small dot after a while, which vanishes completely after some seconds.
I guess it should inform us of any location activities of apps running the the background.

device setttings → data protection + security (or the like) → privacy dashboard
or camera etc.
Any icon appearing on the status bar at the top of the screen will result in the dot being displayed instead if the number of icons exceeds a certain number, 5 on each side of the screen on my phone.
Which side of the screen the dot appears depends on what the icon is. System icons (or the dot) appear on the right of the screen as far as I can tell, others on the left.
In “Settings/System/Status Bar/System icons” you can set which icons are displayed, although you may want to think carefully about any you disable.
