ROM’s built by users with /e/OS source code but without the complete set of default apps will come under this category.

This explanation specifies the term custom ROM:

If there are changes in the ROM - even minor it is not an /e/ROM it becomes a Custom ROM. Custom ROM’s cannot be passed off as /e/.
