Trying to take a Samsung S9 from /e/ Oreo to /e/ Q

I have an S9, currently running /e/ Oreo, and I intend to upgrade it to Q. According to the upgrade instructions,

Before following these instructions please ensure that the device is on the latest Android firmware.
For example to upgrade to /e/ Q the Android firmware should be Android 10 and for /e/ Pie it should be Android 9

I’m confused. Does this mean I can’t install Q on my phone until I get Android 10 on it, and if so, where should I get it? Presumably Q doesn’t satisfy this Android 10 requirement, since it suggests I can’t install Q on a phone until Q is already installed on it, which seems a bit chicken-and-egg.

Since my phone already has TWRP on it, I tried following the upgrade instructions as linked, and step 13 failed with

ERROR
Vendor image on the device
is not compatible
Expected Android 10 vendor

so I’m clearly doing something wrong. Any guidance would be appreciated!
