I wonder if you would consider a Feedback page for the manual upgrade S → T in dev or Community builds.
LineageOS Upgrade pages do not tell users to Format data but they generally do or did include in their links upgrade only their equivalent of Android S → T.
- (Now these LineageOS upgrade pages have to be read with care as some Upgrade pages are now written for T → U.)
