Why apps are getting disorganized?

Hello community,
I can’t tell if I’m the only user experiencing this but my app keep getting disorganized after a while.
I organize them in the way that suits me and then I reboot my phone and sometimes (not always)
apps get mixed up.

Can developers look into it ? It would be nice if user had more control over this.
