$ABD_VENDOR_KEYS not set with Moto E

‘adb reboot bootloader’ returns:

‘This adb server’s $ADB_VENDOR_KEYS is not set’

This occurs using the ‘Unlocking the bootloader’ section of the Install /e/ minimal on a Motorola Moto E - “condor” documentation.

You need to enable USB debugging on the device, and then connect the computer whoile the phone is running normally.

I believe I had USB debugging enabled in Developer options.

However, I think I found a/the problem. OEM unlocking wasn’t enabled. After doing so I receive no error. Is it possible the problem is I’m running Android 10 and the documentation isn’t written for that version?
