This didn’t use to be the case 1-2 years ago, but Google now requires to be signed in to use their TTS and Google Assistant features. If you sign in to microG with a Google Account, it will all work, but obviously then all your Google App activity on the phone is no longer anonymous, and tracked against that Google Account.
