Thank you for sharing the petition. The topic has indeed been discussed a bit on this forum.
The 24h waiting period is IMHO not a real problem and may indeed protect the average user from installing apps pushed by spam calls. Still, the majority of Android malware is distributed by the Google Play store itself, and there is the risk that Google may further restrict the installations of apps by unverified developers in a couple of years.

Si c’est comme la pétition pour demander le retrait de la loi Yadan…
Indépendamment du thème de la pétition, on a l’impression que c’est au bon vouloir des “élus de la nation”.
