I’m looking for the cheapest smartphone possible. LTE, 2GB RAM, 16GB ROM. Anything where / e / works.

I guess it’s up to the market that you’re living or at least that you have possibility to buy a phone from. You haven’t mentioned if you’re looking for a new or second hand mobile phone.
For instance on Mi4c with 2 GB RAM and 16 ROM it works (official build).

One thing I really recommend is, in addition to price (which I totally understand), also check to verify that the frequencies used in that phone are consistent with where you live.

Will my phone work is a pretty good site for checking this. Just because the phone is 4G LTE doesn’t mean that it will connect to your country’s infrastructure. (Which I learned the hard way.)
