Could not get share data from intent. - visual voicemail to signal share failure

In the T-Mobile Visual Voicemail app a Share action shows up while reading/listening to a voicemail. I’d like to use Share to send a .amr file (the voicemail recording) to a Signal chat, but when I try to do this a popup says Could not get share data from intent.

Any ideas? My workaround is to save the .amr to the phone, then attach the .amr file to a new message in Signal.
