Docker build failing for Nougat devices, when building Dialer app

Docker builds that were succeeding a week ago are now failing. The error occurs when building the Dialer app (at around 87% in the build).

Only Nougat devices, supported and unsupported, seem to be affected. Pie builds succeed without problem.

The devices I know are affected are sumire (supported) and suzuran (not supported).

I have been having problems with Nougat builds for Titan for a while now.

There have been a couple of issues with builds for Titan in addition to this one:

#1365 docker build fails at 89% for version NOUGAT and devices titan, thea, surnia, condor and others. This was fixed last week
#1172 System partition too large. This has not yet been fixed
I think that #1172 and the issue I raised #1389 will both need to be fixed before Titan builds will work again
