Any chance Network Access could be included in Permissions, with Apps having to request network access. To stop all the apps that have no sensible reason to connect to the web. Calculators, notes apps etc etc.

afaik this feature is already present in the R build series.
Below each app permissions section there is the network and wlan section in which network acess can be restricted or denied per app.
