Issue: Parental Control: Screen time management doesn’t work

Details: Within initial setup i activated parental control and set a daily screen time limit of 1 h which does not work at all. Tests done before and after rebooting and removing and reactivating parental control:
- I set the screen saving yo 30 minutes and just waited at least two ‘cycles’ of screen saving or
- let the child play and watch videos for several hours
