Since the outage is it possible to create a new Murena email account. That is, if a new user flashes a phone with eOS, can they create an Murena email at this time?

Flashing eOS onto a phone does not require a murena-mail-account per se.
That’s two different things, one can use an eOS-phone without the account.
Mail, contacts, calendar etc. can be from any other service as well.
Creating a new account doesn’t work now. If you use a existing account it should work. If you can add the emailadress to for exampe Thunderbird then adding it to a smartphone should also work
