they won’t have your home IP, but if you consent, will build a fingerprint on more device properties. So the real exclusion is not consenting - what at times means to not being able to use the service or website at all.
The italian article cites an IAB framework subsection “Feature 3” for details on consent and method to build fingerprints:

If you heard of utiq, they aggregate consumer profiles already to the IP address between sites with the help of mobile providers - What's Utiq? or: EU internet providers and marketers adtech powergrab
All you need to do is forgetfully clicking consent banners.

the BleepingComputers consent managment platform (the cookie banner) will implement that IAB TCF text and get consent for tracking and aggregating on the IP address too.
I’d like it to be irony, but it isn’t, just a consequence of Ads being an income for driveby viewers.
