I use Sansungs for a long time now just because of the continuity call service, like on Apple devices.
Would it be possible to have this fonctionality on multiple /e/os devices ?

unlikely. Last I read it also complicated things for device maintainers to support regular voice calling in Samungs. If the feature is central to you I don’t think you should switch.

Would it be possible to add such an equivalent feature but in “your way” such as GSM call to /e/call, or GSM to Web… ?

you won’t find the level of integration that the big ones can do once you leave mainstream Android. It leads inevitably to compromises.
There’s a small canadian company that connects regular phone numbers into xmpp, making multi device call and history possible - it’s super cool, but there’s still many gotchas. It’s not really end-user / consumer level ready and more for the tinkering / enthusiast type - here’s a review.
Over here in independent Android crowd, (older) Samsung devices struggle to even have regular voice calling (ims, volte) work with carriers.
