Hi @Amnay welcome to the /e/ forum.
It is likely a Windows driver issue. Windows has probably installed a driver which excludes fastboot.
To check, put the device in fastboot mode, connect to PC, open Device manager, look for 
Problem device, run Windows update.
Always
fastboot devices
in order to check that the device will self identify before start of flashing work.
