Hello,
I just realised I can’t receive e/OS OTA updates since about one year and a half. I’m currently on version 1.17-s-20231113351092-dev-sargo When I try to update via the Update manager, it says I’m using the latest version of /e/OS (see screenshot).
Phone is Google Pixel 3a AOSP is 12

Your build type is dev, this is the old name for a community build. For an explanation please see Different Build Types.
With these builds users have to be attentive to the requirement to upgrade Android version, this happens about annually. You are showing Android 12.
You can see the partial history of published builds here /e/OS community sargo download. The record only goes back to a build date of 2024-10-11 while you show 2023-11-13.
You could now upgrade Android version to Android 14.
This could be done after a careful full backup and treat it as a new install.
You might search the forum for dirty upgrade and also check out threads with the hashtag os-upgrade or os-update. Whatever route you choose please take a backup of everything essential.
