You can use Another Notes 1.5.0 from F-Droid.

I did just remove it from screen, as I did with nearly all other stock apps. Doesn’t hurt.

Until /e/OS implements a more convenient way, there’s still the standard Android way … Uninstall default apps - #29 by AnotherElk

Nextcloud Notes can do “local storage” since a few versions, but misses the option to skip a “sync account” altogether. Might come around*. It’s not aligned with the App itself, but is with /e/ goals. I think it’s the last default App that is useless when “untethered”.
