I was just about to try out whether passwords can only be retrieved when you are connected to the cloud. that seems to be so. but what do you do when the data volume was consumed, you have no reception or can not go online for other reasons. is there a solution to have passwords locally (ideally encrypted) that then synchronize when you are back online?

Maybe use wi-fi somewhere? Or your friend’s hotspot? Go to your local library or supermarket with free wi-fi access?… Use wi-fi on a bus going to work/school? Plenty of options there really 
P.S. If you can’t go online for some other reason(s) most likely you don’t need big part of those passwords anyway.
Thanks for responding. This is not what I mean. It’s all about a “just in case that” scenario. What I mean is, how do I get my passwords in case I do not have access at all.
Get a local password manager app or software on your PC, keep a secret old style notebook? I don’t know really what else to say… 
And what if data centre gets destroyed in some freak accident and the cloud is gone?!
The end of the world that we know? I don’t think so, life goes on. And there are usually password retrieval options available 
P.S. It’s a joke but you can always use the same password everywhere! 
Depending on your other devices you could go make use of the KeePass eco. with lots of different apps all using the same free and open source database.
I use KeePass aswel but have my .db on a cloud service (so it’s synced between devices) and have my (local only) server make a backup of the .db file every week.
