Your problem may be caused by the fact that your dtbo (and vbmeta) partitions were still on Android 13 (more precisely on LineageOS 20.0) when you installed /e/OS, at least if you followed the /e/OS installation instructions precisely. You should deviate a little and take the images to flash into these 2 partitions from your downloaded e-1.8.1-s-20230203257074-dev-kebab.zip. To extract them use a tool like payload-dumper-go (which you can download from here: Release 1.2.2 · ssut/payload-dumper-go · GitHub).
