Pixel 3 fastboot oem unlock doesn't work

Hi everyone,
I’m trying to install e/OS on my Pixel 3, which is curently running on Android 12.
I’m stuck while I try to Enable OEM unlock (step Unlocking bootloader of this tutorial https://doc.e.foundation/devices/blueline/install)

FAILED (remote: ‘flashing unlock is not allowed’)
fastboot: error: Command failed

…>fastboot oem unlock
FAILED (remote: ‘Invalid oem command unlock’)
fastboot: error: Command failed

These 2 commands failed and I don’t know what to do to go over it.

Is the following message displayed on your Pixel 3?

Devleoper options

OEM unlocking (roughed out)

Connect to the internet or contact your carrier

Have you enabled OEM unlocking in developer options?

Yes, “OEM unlocking” is grayed out

This is a bad omen. This message is also displayed on my Pixel 3 - and, the bootloader cannot be unlocked because it’s permanently locked by the carrier. This is typical for Pixel’s that come from North America. These are often offered on the Amazon Marketplace.

Is there any chance that I can find the original carrier, contact them to demand them to unlock it ?
I bought it refurbished so I do not know which is the initial carrier.
And by the way, it works with any carrier I tried (SFR or Orange)

So this indicates that it is not SIM locked; but bootloader locked is a different thing.

I would declare the non-unlockable bootloader as a massive defect and admit or exchange the device due to limited usability.
