I’ve got the same issue. It’s prior to 3.1.4 upgrade. I didn’t find a real solution to it.
I’ve switched to manual focus for some time but it’s hard to get sharp photos (the screen is too small to be able to set focus properly).
I recently tried Libre Camera app and had better results.

Hi, glad it isn’t just me. I was thinking of getting a replacement screen as having issues with that and I now see that the rear facing camera module is out of stock and no longer going to be available. I’ve decided to upgrade to a Fairphone 6.

topic came up longer ago at Camera has focus problems after update to eOS v1.15

I wasn’t affected by this then, but can report that FP3 after upgrade to A14 and A15 got slow to focus. It didn’t bother me yet to ever investigate as to why
