Regain your privacy! Adopt /e/OS the deGoogled mobile OS and online services
Who fixes the issues with apps not working? Or who do we report to? Revolut is not working and says my phone (galaxy s9) is not supported yet the app lounge has the app available. Does anyone have a version of revolut that works with my handset?

Sorry to say that your phone (without locked bootloader) does indeed seem not supported.
This is a decision of Revolut. They choose not to support their customers using such builds.
Are there any degoogled phones that do work with apps like revolut?
I would rather ask myself “are there banks out there that let their customers choose freedom and privacy”. Fuck Revolut. There are many other free banks.
