Since the 1.13 update, my GPS applications are slow to locate me (osmand, organic laps…)
What can I do to speed this up?

Going outside will allow GPS a better chance of contributing.
Significant movement, as in a brisk walk, and / or switching between Wi-Fi and mobile data will cause refreshing of location data. It also improves the possibility of the app to use some form of triangulation of the network data it is receiving.
Finally, after updating to 1.14-S, localisation is much faster.
