I have a payed license for TomTom go navigation. Is there a possible way to get it on my E phone without using the Google Play store.

Was it purchased in-app or in google play originally? If yes, You would have to use Aurora Store to retrieve google play purchases by signing into Aurora with you google account, then likely your privacy is lost. And no guarantee it would even work with microg (no google play services) as lots of paid apps use license checking in google play services. You would just have to test.
Tomtom App download is only possible via the Google Play store.
