For several months, I have been unable to detect my phone (FP5 e/os/ v3.6-a15) using either my file manager or ADB (computer: Fedora 43).
All the USB connection options on the phone are greyed out. Enabling MTP by default in developer mode does nothing. I’ve tried several USB cables, including ones I use for webcams and uploading code to Arduinos (fully capable of handling data transfer, not just “power”). In addition, the notification for switching USB connection mode is no longer showing up.
So you definitely saw it … lack of USB in the circumstances has been reported often but it is as if the user does not expect it or it is “too small”.
You might try Settings > System > Developer options > Revoke USB debugging authorisations.
Next time the Notification should appear again, if unseen please be sure to check Notification history and ofc be sure to check “Always allow this PC” (but on my phone Always allow is often not remembered but the Notification reappears correctly).

Revoking USB debugging authorisations isn’t doing anything, and I can’t find an option or switch for “always remember this PC”.
Nothing appears in the notification history either…
I have seen the same problem. Switching USB mode and file transfer often works directly after rebooting. Some hours later, only charging is possible, at least on my device.
