Like the user who posted Can't change contact photos (now closed, otherwise I would have juste added to it) I can’t change contacts photos on my Fairphone 4. The problem is exactly the same : no save button in the cropping widget.

I cannot reproduce on a FP4 (3.02 official). What eOS version you are running? Changed your laucher?
