did you try a reboot?
When you plug a live to PC USB cable it is expected that one sees a Notification. Mainly; check Notification history to see if you missed this.
Only a live USB cable will reveal USB options.
An interesting way to learn what to expect is to use
Settings > 
Search: USB.
The page with USB “preferences” may a have different name on different versions.
Watch the changes on that page when you connect / disconnect a live
- cable connected to a live charging point and
- data cable attached to a running PC.
