Someone in the French language forums posted a link to https://voiceinput.futo.org/. It claims to be

The Voice Input app for Android that respects your privacy.

I’ve installed it on a couple of devices (Sony XZ1 Compact, running IodéOS, and Sony Z Tablet running los4microG) and it seems to work well. It should work well in /e/OS too

With Fairphone4 and /e/OS 1.16, listening remains limited to 30 seconds.
