Will the dev version also get an OS OTA upgrade from Q to R (or maybe S)?

Week 52, 2022: Development and Testing Updates Development Updates

The FP3 Q to R OS OTA upgrade is available on stable builds only. Users on dev build have to do the upgrade manually.

I guess this also an official build version?

It is. Doesn’t matter in this case.
