You need to build it yourself. There are tutorials on this forum
It can be done when /e/OS-a16 sources are also LOS23.2 based

Some updated sources shared for the CN version of this device over at XDA (Github: vendor_xiaomi_dada, device_xiaomi_dada, android_hardware_xiaomi, device_xiaomi_sm8750-common) but based on this thread I take it we’re still out of luck unless someone eventually makes an A16/LOS 23 or (future) A17/LOS24 build.
/e/OS A16 is based on LOS 23.0. The team is working on A17 and would skip 23.x versions and directly move to A17 for all devices for which it is possible - official and community.
