There are about 20 groups/items in the Settings section. I use most of them infrequently. How useful it would be if we could customize the order in which these items appear, so that we could bring our most-used items to the top of the Settings list. This would be a massive UI improvement, bringing speed and convenience to everyone.

If you are asking about the Quick settings, I find them fully customisable.

This would probably be useful… but then Android seems to regularly rename, reshuffle, rearrange, and further obfuscate Settings, sub-settings, and more sub-settings, so it might be difficult to keep things consistent across upgrades.
These days, I just use the search box in Settings to find what I want more quickly.

Yes, obviously, updates might complicate this. But Search can take more clicks and keys to get there.
I wasn’t asking about Quick Settings, although that is one way to achieve something of the desired result. Personally, I find that area of the screen prone to icon density - and their small size can be an issue.
Better, in my opinion, to customize the order within Settings itself.
