I have updated my FP 5 to 2.6.3-t-20241219455848-community-FP5, but android is the same - 13.
Release notes offer to upgrade to android 14.
How can I accomplish it?
Officially: With a new install (wiping your data) of the 2.6.3-u build (T = Android 13, U = Android 14) offered for download here and with the install instructions linked there.
If you come across proposals to do this in an unofficial way without wiping your data … make a backup of all that is important to you beforehand nonetheless.
This is the expected behaviour of any device with a community=dev build.
The OTA update only updates /e/OS version.
The upgrade of Android version has to be done manually.

For other who happen on this thread. Only official=stable builds can offer OTA Android version upgrade, but this will not be available to Android 14 (U) until announced.

Hi, what are the odds for success of doing it without wiping data partition? You might know that Revolut cannot be installed newly (just update), so I would avoid deleting it.
Also, I have phone only with community ROM. Should I update recovery as well?

Because of security patch date requirements (e-2.6.3-t = e-2.6.3-u), you may have to wait for the next /e/release for upgrading to “U” version if you already have installed last “T” version.
I suggest @bil that you look up your device in Devices | LineageOS Wiki and see if the device has a Guide under the sub heading
Upgrade to a higher version of LineageOS (e.g. lineage-20 → lineage-21)
This will give you a method that has a reasonable chance of success.
Back up all essentials first
It is often not essential, it can be updated at the next /e/OS update as long as the Updater is set to "Update recovery, if it is not updated by the ROM.
However it is sometimes definitely required, the guides above should point this out.
HI, thanks for answer! Meanwhile I updated by both phones (hotdog, dipper) with dirty flash and works well so far.
In both cases I updated recovery first. With dipper, there was some warnings during ADB sideload, but things seem to work.

Because no more firmware modification from the vendor for my FP3,
I recently installed the first “U” version over my previous “T” to see if the precedure still works, and yes in my case. (unlocked-community)
Formating /data was not needed…
