Prior to that, issue is here to unlock the bootloader using fastboot from a terminal or windows command prompt opened on your PC when the phone is booted in fastboot mode. (you can use buttons or adb reboot bootloader to make the phone reboot in the Bootloader/Fastboot mode)

Boot your Pixel 5 into Fastboot Mode :

Turn off the device.

Hold down the Power and Volume Down buttons simultaneously until you see the bootloader menu.

Use the volume keys to navigate and the power button to select “Fastboot Mode.”

Connect your Pixel 5 to your computer via USB and open a command prompt window in the platform-tools folder.

Enter the following command in the command prompt:
fastboot flashing unlock 
You will see a message on your phone asking if you want to unlock the bootloader. Use the volume keys to select “Yes” and the power button to confirm.

After confirming, your phone will reboot and the unlocking process will begin. Once completed, your bootloader will be unlocked, and you can proceed with further customization or rooting your device

Then you will also have to flash a custom recovery-manager still using fastboot commands
When booting the phone is that modified recovery mode you will be allowed to adb sideload /e/OS on your phone from a terminal or windows command prompt opened on your PC when the phone is booted in fastboot mode.
