Ok, typing this, I just understand the interest of your build : this is S !
will consider a try…
(I use my device as an everyday runner, even if this is not recommended)
e/OS 1.17s for Moto E 2015 LTE generate boot loop ( turn on the Phone and the boot animation is showed, after seconds is reboot). My conclusion is the e/OS 1.17s not work ( not boot ) in xt-1527 model.
(Flashed in TWRP)
Can you try installation steps as outlined in XDA forum:
Installation:
Reboot to recovery
Format /system, /data and /cache
Install LineageOS zip package
The recovery.img is within the ZIP
Yes, I have tried it, it was installed correctly but when I start it it stays on and then before the system starts the device restarts itself.
I have reinstalled the unofficial build 0.7 based on android 7.1.2 nougat, but I need to install this Custom build of e/OS
For a different Android version I would do in every case a clean install
The ROM does not start when doing a clean installation

Then install the official Q version
first install the e/OS Q dev version, then install your unofficial e/OS S custom version

Yes, official Q build works perfectly
But I need test this version
Your osprey 1.17s update after last 1.17r dev build ended in a boot loop
