I don’t know; I have Telegram too and no problem with my contacts. I think that, at the first time, I saved contacts in a .vcf file, deleted all contacts in the phone, stored all contacts in the cloud and finally got it with synchronization. Now I save new contacts in the cloud with Fossify app.
Fossify Contacts App can give you an idea what sources a contacts composite view originates from and not interfere (default Contacts too imo. Messengers do prefix their own lines with an icon).

Possibly I erred to think webmail abook being an issue (just “unsubscribing” should suffice though)
I’d want to understand your predicament, but to add to @jobal: a way to streamline where your contact data comes from is 1. backup into vcf (also verify, this is your fallback), 2. emptying all contacts both device side (no “select-all” in contact multi-select for removal though) and web, 3. import vcf on web and get contacts back through synchronization. Kind of a last resort.
