Easiest way is the “locale update” feature of the “system updater” in the “settings” menu.
But it is not available in /e/- R versions
So, i see two options :

first is to use your actual recovery mode

- to apply the update (here upgrade) by sideloading latest build from your PC

- to apply the update (here upgrade) by installing latest build from the device itself

second is to flash latest recovery and use it
-
- to apply the update (here upgrade) by sideloading latest build from your PC

- to apply the update (here upgrade) by installing latest build from the device itself

Your device is a Samsung where “fastboot” commands are unusefull, you have to use Brand specific flash-tools if you want to flash some partitions to your device and depends about the OS running on your PC
in any case, to keep your things, don’t apply “factory-reset” format or wipe /data partitions
